Population ageing is one of the defining demographic changes of this century, and its consequences extend well beyond the pension system. The problems it creates are real, but I believe they are manageable if governments act early and recognise the value of older citizens.

The most immediate difficulty is fiscal. Pension and healthcare budgets expand as the proportion of retirees grows, while a shrinking pool of workers pays the taxes that fund them. Japan, where more than a quarter of the population is now over sixty-five, illustrates the pressure: hospitals are stretched, and some rural communities are losing their schools and shops altogether.

Solutions begin with extending working lives. Raising the retirement age in line with life expectancy, and offering flexible or part-time arrangements to people in their sixties, would keep valuable experience in the labour market and ease pressure on pension schemes. Governments can also invest in preventive healthcare, since treating chronic conditions early is far cheaper than managing advanced illness in later life. Public investment in community care, such as day centres and home support, would relieve families while keeping older people in familiar surroundings.

Older people, moreover, should not be seen only as a burden. Many retirees volunteer as tutors, carers and mentors, and their unpaid labour is worth a great deal to the communities they serve. The rapid growth of the so-called silver economy, from specialist travel to assistive technology, also shows that ageing can stimulate new industries rather than merely draining public budgets.

Ageing populations will undoubtedly test public finances, but the test is one of planning rather than inevitability. Governments that extend working lives, invest in prevention and recognise the contributions of older citizens can turn a looming crisis into a more stable and inclusive society.

Why this scores band 8

The essay answers the question directly, setting out clear problems and then solutions that are linked back to them. Ideas are developed with specific evidence, such as Japan's ageing population and the growth of the silver economy, rather than vague statements. Vocabulary such as 'demographic shift', 'fiscal', 'dependants' and 'preventive healthcare' is precise, and the grammar varies between noun phrases, passives and complex sentences.
