Band 8 model answer · 288 words

University education should be free for all students, regardless of their family's income, and this idea has long been championed as a means of widening access. It offers real advantages, but it also carries drawbacks that deserve careful consideration. On balance, I believe the policy is justifiable, provided that it is designed to prevent public money from being squandered.

The most obvious benefit is that talented students from poorer backgrounds would no longer be deterred by the prospect of crippling debt. Germany, where most public universities charge little or no tuition, is often held up as an example of how this can broaden participation, and many young people who would otherwise have entered the workforce at eighteen are able to pursue degrees. An educated population, in turn, tends to drive innovation, boost productivity and generate higher tax revenues over the long term.

The chief objection, however, is that universal free tuition is regressive. Affluent families, who are already more likely to send their children to university, receive a disproportionate share of the subsidy, while the taxes that fund it are often paid by the wider population, including those without degrees. Furthermore, when a service carries no direct cost, students may be less selective about their choices, and institutions face weaker pressure to demonstrate value for money.

Nevertheless, the advantages outweigh the drawbacks if the policy is carefully constructed. Free tuition could be combined with means-tested living grants, so that the costs of daily life are concentrated where they are most needed. Institutions, meanwhile, could be held accountable through measures such as graduate employment rates. A system of this kind would keep the door open to talent wherever it originates while ensuring that public funds serve a genuine purpose.

Why this scores band 8

The writer weighs the advantages and disadvantages in separate, well-developed paragraphs before stating a clear opinion. Arguments are backed by concrete examples, such as the German model and the regressive nature of universal subsidies, which gives the essay substance. The text uses precise vocabulary (regressive, means-tested, squandered, accountable) and a range of complex sentence structures to express contrast and qualification.
